LAWRENCE- INTERSECTION IMPROVEMENTS AT SOUTH BROADWAY (ROUTE 28) AND MOUNT VERNON STREET
The project is located on South Broadway at the intersection with Mount Vernon Street and McKinley Avenue. Project limits along South Broadway are expected to begin approximately 50 feet south of South Street and extend to Gorham Street. Project limits along Mount Vernon Street are expected to extend approximately 100 feet west of South Broadway. Total project length is approximately 750 feet. The proposed improvements are intended to enhance safety and operations at the signalized intersection and provide improved pedestrian and bicycle accommodations. The existing antiquated traffic signal system will be replaced to meet current standards and to include McKinley Avenue, with vehicle detection, side street split phasing, various time-of-day timing plans, accessible pedestrian signals, and emergency vehicle preemption. Under the recommended alternative, an exclusive left-turn lane will be introduced on the northbound approach to facilitate protected-permissive left-turn phasing, given the high volume of northbound left-turns (33% of northbound movements). Proposed timing will be optimized to minimize vehicle stops, delays, and queues. Under the recommended alternative bicycle accommodations will consist of shared-use bicycle markings (sharrows) on South Broadway; a second alternative under consideration would provide bike lanes on South Broadway in lieu of an exclusive left-turn lane. Pedestrian accommodations will consist of reconstruction of sidewalks for ADA/AAB compliance, installation of accessible pedestrian signals, and installation of accessible curb ramps. On-street parking will be maintained where legally allowed, beyond the immediate signalized intersection. Existing granite curbing will be reset to restore a typical 6-inch reveal, with new granite curb installed where necessary to accommodate new radii. Storm drainage will be updated at the intersection to accommodate the proposed geometry; and opportunities to facilitate future separation of storm and sanitary sewer systems along South Broadway will be evaluated and incorporated if feasible. Access management measures will also be evaluated and implemented, where feasible, for adjacent commercial driveways. Lane widths will be 11-feet in both directions along South Broadway, with a 10-foot left-turn lane provided on the northbound approach under the recommended alternative. Current on-street parking will be maintained with an 8-foot wide designated parking lane under the recommended alternative and a 7-foot parking lane under the bike lane alternative. A sidewalk that varies from 8-feet to 10-feet is proposed along both sides with the installation curb extensions (“bump-outs”) at the intersection with Mount Vernon Street and McKinley Avenue to reduce pedestrian crossing distances and improve pedestrian sight lines beyond parked vehicles.
