WILMINGTON- INTERSECTION IMPROVEMENTS AT LOWELL STREET (ROUTE 129) AND WOBURN STREET
The proposed project is to construct intersection improvements at Lowell Street (Route 129) / Woburn Street to reduce vehicular congestion and peak hour delays as well as improve multi-modal safety and reduce vehicular crashes. The project would include upgrading the existing traffic signal to provide modern equipment with increased visibility for all modes of transportation. Dedicated left turn lanes are proposed on all four approaches to the intersection. An additional right turn lane is proposed on the eastbound approach of Lowell Street. Bicycle lanes will be provided on all four approaches. New or rehabilitated sidewalk, ADA/AAB accessible ramps, crosswalks and pedestrian signal equipment is proposed on all four approaches to the intersection. Curbing and drainage improvements are included. Utility poles will be relocated and/or equipment consolidated. Mill and overlay of the pavement is anticipated within the project limits - 1600 feet of Lowell Street and 1000 feet of Woburn Street. TEC conducted a Road Safety Audit (RSA) for the intersection on December 12, 2017 to determine intersection deficiencies and potential improvements. The proposed project mitigates many of the safety issues identified during the RSA.

    Current Status: Drainage construction is wrapped up for the season, with more to continue in the spring. Approximately 60% of the drainage work is complete to date. Earthwork at the infiltration basin will continue to facilitate utility pole relocations. Utility pole relocations and power line transfers by Reading Municipal Light Department continue on Lowell Street from Woodland Ave to the Lowell/ Woburn Street intersection. This work will continue in the coming weeks. The service connection to the Bank of America ATM at 211 Lowell Street is tentatively scheduled for Thursday, 2/8/2024. The ATM will be out of service from approximately 7 AM to 3:30 PM. Verizon utility pole relocations will begin at a later date due to the earthwork needed to facilitate utility pole relocations on Woburn Street from Perry Ave to the Lowell/ Woburn Street intersection.
