The proposed project involves constructing a roundabout at the existing Uptown Rotary, where Elm Street, Pearl Street, Central Street and Green Street meet. Additional work involves reconstruction of sidewalks, lighting, pavement markings, signage, minor drainage improvements and landscaping.
