LEOMINSTER- CULVERT REPLACEMENT, L-08-053, AT PLEASANT STREET AND COLBURN STREET
The project consists of replacing the temporary 36” corrugated plastic pipe, installed as an emergency replacement of the previous 5’x 3’ box culvert that collapsed during the floods in September 2023. A 9’ x 4’ box culvert will be installed to replace the temporary culvert and meet the required hydraulic opening to the maximum extent practicable. Additionally, this project will include the restoration of the channel downstream of the culvert. The channel will be realigned and a flood storage area will be provided to mitigate flooding concerns to the condos further downstream. The channel will be armored on the eastern side to protect against the channel migrating and provide a buffer between the stream and the condos. Finally, approximately 500 feet downstream of the culvert, sediment deposits from the flood event in 2023 will be removed to restore the existing wetlands and reestablish a braided wetland system. Alongside the culvert and stream work, the project proposes improvements to the roadway,
sidewalks, fencing, crosswalks, underground utilities, and drainage network that were impacted when the culvert failed in September 2023. Work will extend approximately 200 feet along Pleasant Street, 250 feet along Colburn Street, and 200 feet along Reservoir Brook downstream.
